Europe’s health-security agenda is moving beyond emergency preparedness. The European Union is now trying to build a stronger industrial base for vaccines, diagnostics, medical countermeasures, critical technologies and biomedical manufacturing capacity.

The issue is no longer only how to react to the next health crisis. It is also how to ensure that Europe has the industrial, scientific and logistical capacity to produce, scale and deploy essential health technologies when they are most needed.

After the pandemic, the EU wants to reduce strategic dependence on external suppliers and strengthen its own health-security ecosystem. This could create opportunities for companies, researchers, investors and public authorities active in vaccines, diagnostics, biotech, medical devices and biomedical innovation.

Europe’s Health-Security Industry: A New Strategic Market?

The Commission’s strategy also raises practical questions. Which technologies will be prioritised? How will EU and national funding be coordinated? Can public procurement support European production without fragmenting the internal market? And will Europe be able to compete with larger and faster-moving global players?

The answer will matter not only for public health, but also for industrial policy, biomedical research, medical technology companies and Europe’s role in future global health crises.
